My two year old tort Stella mounted my smaller 1 1/2 year old tort this morning named Ruby. I thought they would need to reach sexual maturity before they began that. If not, Stella might be STEVE.

It's not always about breeding. It is also a dominance act.
watch carfully for bullying! We may not know the sexs of them yet, but they do! You might have a Steve and a Roody! 
It isn't about sex at this point. I agree with emysemys and it is simply juveniles learning and starting to figure out who is in charge. They won't be mature enough for sexual activity for several more years.
