My tortoise is tiny

So my tortoise was born on August of 2016 he is a Macedonian Hermann and I bought him in December of 2017, he was tiny when I bought him and I don’t really think he is much bigger now, he doesn’t seem to drink much water and he eats a wide variety of weeds.
