Is it "normal"? Yes, it is getting to be quite the normal look for RF tortoises (and Sulcatas). Is it something that can be avoided? Yes. RF tortoises need a lot of humidity in their environment, especially in their first year of life. The humidity helps the shell to grow smoothly.
