Redfoot swollen neck

Hello all
Was hoping people who are more educated on tortoises could help as I'm worried
I noticed my redfoots neck is swollen on Sunday, it feels very soft, it goes down but then comes back up. He hasn't eaten the past couple days.
I'm going to attach some photos, it only seems to be the top part that is swollen?
What do people recommend I do?
His substrate is habistat orchid bark with some cypress mulch& leafs. Humidity is 75-85%, has a variety diet with veg & fruit. Occasional cuttle bone & temps 28⁰c. We've had him for about 3 years now, never had any problems.
Any advice welcome please

I just wanted to add onto this post incase it could help anyone else.
The scans had shown he had a lump/sack of something inbetween his organs which was putting alot of pressure on them, which they believe was causing the swollen neck. They had tried to get a test on it but had failed and was going to try the following day. His blood was very watery & he seemed to make an improvement with antibiotics& Iv. He started eating ect swelling had gone down but the morning after unfortunately he had passed away.

Was so hard as I genuinely thought I was going to see him again. He meant so much to us.
His now sat on my shelf after having him cremated ❤️

I didn't have much information as to what had caused it ect but just wanted to put here what I did find out incase it can help anyone else
