Redfoot Tortoise Shell Rot?

Hello everyone,

My tortoise went missing for 3 weeks. Luckily he turned up in my neighbors house last week Thursday. I noticed today as I was bathing him he has a white soft patch on the bottom of his shell. I noticed once I cleaned it that when I touched it, it was a bit soft and he would flinch. I also notice 2 smaller “pits” ( I don’t know how else I can describe it ) on the top part of the bottom shell.

Would this be shell rot? Is it possible he developed this while he was missing? I live in Miami and it’s been raining like crazy lately. If anyone could help me with a diagnosis. Thank you! IMG_3011.jpegIMG_3011.jpegIMG_3012.jpeg

Yes or a fungus. The area by the tail looks worse. I would keep him on dry top layer of substrate and put antibiotic ointment on the areas. Do this daily, lightly cleaning off and drying before applying. Do this until it's healed and then for another week after. If in a few days to a week no improvement then switch to an antifungal like what is used for athletes foot and follow same procedure as above.
