Russian tortise

Hello! I have a Russian tortise. His back leg seems to be swelling at the bottom. Neither of his others legs have this problem. I'm afraid it's kidney failure. But wouldn't it effect all legs?

How/where does he live?
Could it be a bite, a sting or an infection?

He lives in an enclosure in my room. I do let him outside occasionally to eat and roam. I'm not sure if he got bit or not. I will post a picture in a bit. He's sleeping right now and I don't want to wake him lol. Also, the skin around it is peeling slightly too

That does look like some sort of bite, rather than kidney failure. Might be a good idea to take him to a good reptile vet.
