Second photo is not in focus. Also it would be good if you could take one picture showing both tortoises in the same shot so it is easier to compare the two.

That being said, how old are these tortoises? They still look a bit young to be visually sexed with any reliability.

In which Telford do you live? PA, TN, or UK? Just curious.

Too small/young to sex yet. Also, tortoises should never be kept in pairs. If these two are living together in the same enclosure, it is time to separate them ASAP.
