At that size, most of us prefer measuring in grams as they are more "accurate". You will see a change faster in grams vs ounces. So if your scale can do them, I would weigh him in grams.

1.08 ounces equals 30.62 grams, so I think the tortoise is OK, but could probably stand to be a bit heavier, maybe closer to 40 ounces. Let's see what it weighs the next time she she reports a weight. Hopefully it will be gaining weight.
