Currently my table is filled with wood chipping which I received with my russian tortoise two weeks ago..
I'm hoping to go out and buy something different which he can dig and burrow a bit more in, what would you suggest?
Ie been told soil and not sand? But what types of soil?

Bags of dirt with Peat Moss (from Home Depot) works great .....in my opinion....
And it's under $2 for 50lbs

you should get rid of the chips and try out sand and soil mixture(organic) and keep the substrate a bit deep to enable the tort to dig, burrow and keep the moisture in .It's cheap when you get it from some farm.
good luck

My enclosure is 3/4 tortoise life substrate which is a mixture of 50:50 top soil to sand with limestone pieces in. And 1/4 coco husk which is a bark like substrate. My little man finds it easy to burrow in the coco husk as it is light weight and holds humidity well. You can get big bags of tortoise life off amazon.
