I am not sure there is any up to date advice, as you have seen here advice on substrates differ greatly. I did try Country Critter. It is bedding that is flushable made of natural plant fibers and safe for all pets and environmentally friendly according to the bag. It is a palletized straw. But because it is pelleted it is difficult for smaller torts to walk on. It states that it is safe if ingested and decomposes into a rich humus. I can attest to the decomposing. Here is the website for more info http://www.mtmeadowspet.com Phone 800-752-8864.
I just try and think what type of substrate my shelled baby would be on in the wild. “Dirt”, “leaf litter”, etc. Place their food were it is not on the substrate and they seem not to eat it, has been my experience. But then I am no expert. I do know that when I placed my hatchlings on shredded aspen they tasted it. It worried me because I was afraid they would eat it and get sick. But once tasted they have left it alone. I think because torts like Sharks and other animal that cant touch things they tend to taste it, if it isn’t good eating they leave it alone.
Just make sure whatever substrate you place your tort on you hydrate it well. Just my personal opinion :D
