Swelling that reduces after urination?

I had a friend call today. I had shipped him a few sulcata hatchlings a couple weeks ago. He said one of the babies looks swollen where it's limbs meet it's body. He also said it seems to go down after it urinates.
My understanding is it is still eating and pooping regularly. What could that be? A ruptured bladder somehow that is leaking internally? Is it a sign of a different health issue? Kidneys or something strange?

I didn't have an answer for them and referred them here as he does not have access to a herp vet. I had not seen the post so I figured I would get a jump on it.

Any and all ideas/ treatments will be greatly appreciated!

I'm not sure if it is the same thing, but in "people", edema[swelling] in the extremities is usually due to either a heart or kidney problem. When Mortimer had his prolapsed cloaca--- the vet did bloodwork and MRI. Blood was fine--but--free fluid was seen in the plastron. She told me this was unusual and could indicate " congestive heart failure". The only difference is there was no external swelling on Mortimer. Diet and habitat changes were made for the prolapse[which reconciled after 2 1/2 months]. Perhaps this tortoise needs a diet alteration as well, even though he is still doing "normal" tortoise things at this time. JMT

It does sound like a kidney problem to me too. Maybe a course of antibiotics if it's possibly an infection. It also may be a stone causing a problem.
