Tort won't leave basking spot

Hi good people, my two year tort won't leave the basking spot even when it's off, the rest of the table is 22 c. At night drops to 21 c. But now we are having to leave food near the basking spot for her to eat..

What type of tortoise is this?
Can you provide photos of the enclosure and lighting, etc?
Any of it might help with a better theory

What species? What is the temperature directly under the basking lamp?

Hi since I posted she seems OK now, me panicking, think she is a hermann, not sure as I got her as a rescue, didn't want a tort but I couldn't see her not looked after.

Hi since I posted she seems OK now, me panicking, think she is a hermann, not sure as I got her as a rescue, didn't want a tort but I couldn't see her not looked after.
Most of the care info and products from a pet shop are all wrong. Most of the care info you find online is wrong. Here is the right care and housing info:

If a tortoise stays too long under the neat lamp, it is an indicator that the rest of the enclosure is too cold. 21 is pretty cold for a day time ambient, but fine for over night low. Try to get the whole enclosure up to 26-27 during the day.

Questions are welcome.
