Tortoise housing

I am a beginner in the tortoise world and was wondering if there is a tortoise that can fit in a 20 gallon long or a small tank like a 20 gallon

Welcome to the forum. The short answer to your question is no. You could keep a hatchling in there for a little while but not long. Tortoises and turtles need a lot of room. Are there any specific types of tortoises you are interested in? Take a look at the species specific section for some ideas on general care of certain species.

no that wouldn't be good for they're well being that's to small of a enclosure the general saying is the bigger the better

You'll see it done. I've seen it done. But, please don't do it.
A tiny baby can be kept in that size aquarium, but you'd have less than a year to find room and make a much larger enclosure.
As naturalman91 just said: "The bigger the better"
