Looks like what used to be called Terrapene luteola. Western box turtle, now ornate.

It’s my sisters roommates and they have them with Sulcatas. Got concerned if they are taking care of it correctly. Western Box Turtle looks correct.

You're correct.
This tortoise SHOULD NOT be kept with a Sulcata. Much less Sulcata(s)

No they are not taking care of them correctly at all. Please ask them to read up on correct care on this forum. Get the boxie out from the sulcatas asap before one or all gets very sick or killed.
