Shipping alone costs around $70. Tell him to keep saving his money for a while longer.

Hello Emma,

Unfortunately, the shipping cost charged by the sellers for most small reptiles is usually over $50.

Also, there are quite a number of baby and other box turtles for sale on a site called Fauna Classifieds, but most of them are priced at prices near $100 to $150 each. Maybe you and your brother could share your Box Turtle while he tries to save up some more money.

Or maybe someone will read your post and be willing to sell your brother one (very cheaply) such as for $25, but the shipping will still cost more than the turtle.

Beware of inexpensive turtles and tortoises.
A few years back, I got an inexpensive RedFoot.....Then spent about $3k keeping her alive.
Try Craigslist. Have him place a WANTED ad. He might just get one that way.
In fact I've gotten more than a dozen through Craigslist over the years.
Most of them free.

He is wanting the turtle for $25, not including the cost of supplies.
You need to inform him that his "want" is not realistic and does not reflect reality. We all want things for a fraction of their price, but that is not how life works.

If he only wants to spend $25 on the tortoise, what does he want to spend on the enclosure? How much does he want to spend periodically replacing light bulbs that burn out? How much does he want to spend on food and supplements? How much does he want to spend on vet care should the need arise for one reason or another? How much does he want to spend on building a suitable safe outdoor enclosure for nice weather?

Owning a tortoise is not a $25 adventure. It costs thousands as the years go by. If he only has $25 to spend right now, then he doesn't have enough money to do right by an animal.

Does he have everything else the turtle would need? It can't live with yours as they should not be kept in pairs. I'm wondering if yours is being housed properly if you thought a turtle could be bought for 25 bucks. Don't mean that to be mean, but that you may have read all the wrong care info like so many of us have.
He needs to get all the right equipment and enclosure and get it set up and running, making sure all temps, humidity, etc is correct. Once he has everything right, he can turn it all off and save up for the turtle. This way he has done it the right way and not the cart before the horse.

I appreciate your brother's desire, and we all "want" a lot of things, but even if you could find a tortoise for only $25, they are not super easy (or cheap) to keep in a way that is healthy for the tortoise. Make sure you are also considering what kind of life this tortoise (or any pet) would have, as its not fair to the animals to keep it in a way that is unhealthy just because someone "wants one".

I see you are in Texas?
If you were in south Florida I'd be happy to give some spare equipment to your brother.
I don't think his financial goal is realistic.
Even though keeping some tortoises is simple and inexpensive, obtaining the equipment you'll need is not. And there are certainly things that pop up every now and then. They also cost money.
