There's a video of a two-headed tortoise named Janus on Youtube... likely the same one. Doesn't look like a very comfortable life.

I Googled it and the story tells that both heads are individual, with one being a bit more dominant and tries to steal food from the other.

I'm sure the surface has a lot to do with it. I also don't know how good of care he has gotten although considering he has lived for 20 years that's pretty good. I guess I should say that they have lived for 20 years, there are two brains functioning there. It would be interesting to see them in a more natural environment where they could get good footing and eat weeds etc.

Two heads to me means siamese twins. It's two torts sharing one body. If this was a human, we wouldn't say one person with two heads - it would be two people with one body.
