Um, what's this?? (tiny flies)

I pick up my tort and tiny miniature flies come out!!! I picked him up because I washed him and they were gone????? So scared!!!

Have you put new sub straight in recently? Most likely they are gnats. The soil and moss we get has there eggs in it and they hatch in our enclosures. Pesky little jerks but are harmless. This is why some people bake new sub straight in the oven on low temps before putting it in. I freeze mine for 24 hours to kill the eggs.
