Macy, basking temp needs to be 95-100ish. If the basking temp is 80, what is the temp in the rest of the enclosure? Room temp? That is too cold for this tropical species.

Also I see nothing in your enclosure that provides night heat. Are you adding a CHE at night that is not in the picture?

Any UV source? Does he get regular outside time?

The best that can be done for a baby that has been started too dry is to offer it ideal conditions, daily soaks, and hope for the best. Your enclosure in the picture there is not offering ideal conditions. I'm sure I've linked these before, but perhaps some review might offer some tips or missing details:

Currently too cold to put him outside, I use a CHE overnight.

Do what Tom said and warm the enclosure up . Get a good uvb light and soak . His shell is smooth so thats says someone was keeping humidity up with him . I bet these little changes will fix him up in no time .

For heat yes, but you need uvb . It's very important to have a full spectrum lamp .

Mike if you look closely you'll see that there are no growth rings, smooth or otherwise. I think he's smooth because there hasn't been any new growth.

Macy, his symptoms and history all point to kidney failure. It looks like some plastron bruising in one of your photos too. I don't want to be too pessimistic here, but I want you to be mentally prepared for what seems very likely. Do your best and don't give up, but be forewarned that he might not make it. Some of them pull through and end up fine, I just don't want you to be shocked if he doesn't.

Thank you very much, I know, I haven't noticed any growth either. Today has been a better day, he munched on a strawberry and is a lot more active. I rose the temps to 85+ and bought a UVB.
