What is the best for a hermanns tortoise a vivarium or a tortoise table thanks

Vivariums, or closed chambers, are fine. They are actually better in many ways, especially for babies. They are good for the very reasons that "they" tell you they are bad. "Reduced air flow". In most homes the air is cold and dry. Reducing the flow of cold dry air into your tortoises enclosure is a good thing. Babies need and benefit from higher levels of humidity. This is very difficult to achieve in and open table.

I would continue using a closed airspace enclosure, but it needs to be much larger, which does not exist in a ready to buy glass tank. You have to build them or pay to have them built. Like this: http://www.tortoiseforum.org/threads/closed-chambers.32333/

It doesn't matter whether the enclosure is open or closed or if you use a 60 watt or a 150 watt bulb. What matters is what conditions you achieve and maintain for your tortoise. If you can maintain good conditions somehow in an open topped enclosure, then they are fine. For most people they are too dry and cold. If the whole room is warm and humid, then an open table is cheap and easy and should work well.

Your orchid bark is fine, but its much too dry. Newspaper on properly dampened substrate would get soggy fast.

it looks very dry. the water dish is a flip hazard. It should be flush with the substrate so she can walk right in and out. I use a terra cotta plant saucer and sink it into the substrate. They also like to dig a lot and the bark is hard for them to dig in. Most people use coco coir, top soil or orchard bark ( fine ) . What is the white stuff on the left ?
