As of right now Donatello's in a tank with a 100 watt light. The warmest the tank seems to get is 82.7 degrees. Is that warm enough? How can i get it warmer without a heating pad/mat underneath?

I was having this same problem. Do you have a screen top that the lights sit on? If so, someone on here suggested to me that I put more substrate in to get the Tort closer the the light. I added about two more inches of substrate and it made about a five degree difference.
