Why this attitude?

So my tort.. is acting weirdly. He ate. Pooped and took a bath.
No he can't sleep and is very active.
And the weird thing that he his neck is moving in the same attitude when we have hiccup. And he's doing that very fast. What does that mean?

he could be a little stressed, is he moving his head up and down constantly?

Mine hiccups all the time. It's kind of like a dog panting when it gets excited, except it's a tortoise. So hiccups aren't a problem. Now if he's doing it REALLY fast, that means he's probably trying to challenge or mate with something. Anything in his cage that he seems to get angry at? To get my active tortoise to calm down, I give her really deep coconut coir so she can bury herself. Or he might just want to play outside for a while. Do you house your tortoise indoors?
