I hate that winter is coming because it means I have to put my torts in earlier each day and soon he'll be in all day. when should he be indoors all day tho? he is a russian tortoise.

When there is no point in having the tortoise outside because it is too cold, too overcast, and the tortoise just goes and parks in a corner or under a bush to wait out the cold. If its warm enough, sunny, and the tortoise remains active and foraging, then outside time has benefit.

he is also a russian tortoise which is more cold tolerant than that of a red foot or other common tortoise pet

If it is sunny outside, the tortoise can probably be left out at temps of 50F to 55F or above. If it is raining, cloudy and/or wet, I would bring it in at temps under 65F.
Adding to this, I have consistently measured that the carapace temperature is typically 25-30 degrees above the ambient temperature when it is sunny in my area. Your area will be more or less depending on the intensity of the sun but pretty close to that range. Temps in the low 50's if the tortoise is in the direct sunlight will be 75-80 degrees.
