Is it possible you didn’t notice how pronounced it was before? When you feel along the line with your finger, does it all feel pretty solid? No oozing liquid or anything?

What you are seeing is the new keratin at the growth seam that is now standing out a bit, usually from slight dehydration of the tortoise. When they are young the seams can stand out like that if the tortoise is subjected to drier conditions temporarily and the body as a whole loses moisture. It is normally very temporary and will disappear with a good soak and back in its humid enclosure for a day or so.
