I have 2 tortoises Cherry and Berry, both 3ish years old, who used to weigh they same but now Berry is lighter (1740g vs 1390g). Cherry is only a little longer (8.25in vs 8in) but her shell is a lot wider and flatter vs his taller and skinnier shell. If you use the turtle bmi calculator that's floating around you get 1 and .87.

They get fed the same meals, they live separately so I see exactly how much they each eat. Berry has definitely be eating less this winter. He is eating and pooping but he skips eating some days where as cherry does not. He seems alert but he's always been a little lazier that Cherry. When I do see him walk he's off the ground and all that. He does spend most of his time in the colder corner of his enclosure. most of his enclosure sits between 82-87, but his favorite hide sits at 80 during the winter.

Should I be worried?

No.
As long as the weights continue to increase.
No two tortoises grow at the same rate

Great I love not worrying about things.

Speaking of unnecessary worrying how much should I trust them to manage their own temperature? Berry's favorite hide is on the cooler side of the enclosure and in the winter its usually 80 and 100% humidity. The other side is 82-87. I He's smart enough to go to his other hide if he gets to cold right?

No. They evolved for millions of years in an area that always has the right temperatures. Best to make the whole enclosure have the right temperatures all the time.
