It dosent happen everytime but like 5 minutes ago it appened, she had a tiny bit of dirt in her eye but immediately opened it back and now everything is fine.
but it happened a couple of time so im worried, maybe a problem with my tap water?

I keep saline solution and bottle of antibiotic eyedrops in my tort med kit. Had to use the saline a few times to flush out his eyes, but have yet to use the drops. I just feel better having it on hand just in case. :)
Flushing with saline solution won't do any harm. Don't suppose you could snap a photo if the eye swells again?

I give Zola (a hermanns tortoise) a gentle wipe on each eye with a cottonwool pad dampened with boiled warm water each morning He used to have occasional eye problems, but never now.

Yes, it might be a good idea to boil your water or use bottled - that may not be the cause of the problem, but at least you are removing a possible cause which is easy to fix. Also, gently wiping her eye with a cottonwool face pad like I do wouldn't hurt - it must be very difficult for a tortoise to remove anything irritating from their face when they only have claws and scales to do it !

If the tap water is safe for you then it's safe for your tortoise.

That syringe might work, I believe you could make that work as like eye drops. Maybe @Tim Carlisle has a better suggestion?
