20 C is too cold for a star tortoise. How long was she outside with these temps ?
Can you show us some pics of your tort and the indoor enclosure ?
For the "first aid" push up the indoor enclosure temps to 30 C all over, day and night. Basking spot with higher temps.
Humidity should be high too.
If she gets swollen eys and is lethargic and don`t want to eat you must visit a VET.
Sneezing is the first sign of a respiration infect.
Please keep us updated.

His eyes were normal...and was eating well...and his sneezing was stopped when I placed him under the heater...but i heard some sound when he was breathing..so I thought he was having cough..I visited the vet...he was not a reptile specialist..he just asked me about the problems and after that he injected 2cc gentamicin...after 1hour my star went to sleep...vet asked me to come tomorrow if he will not eat...I think he is fine now

Here is how to care for star tortoises:

Because this one was sick, I would keep ambient temp everywhere in the enclosure at 30C or higher. THere should still be a basking area of 37 for about 13 hours a day. At these temperatures, and because of the medicine, it is important to soak the tortoise in warm water daily. You can soak in a tub inside the enclosure to make sure that water doesn't get too cool during the coarse of your 20-40 minute soaks.

I have read all the threads related to star tortoise raising..i am having him since 1½ months.. everything was alright..all the problem started due to change in climate..since two days it is raining heavily and fog is present all around...due to which he didn't get sunlight..so I was keeping him under the lamp fir 1-2 hours daily...today morning I soaked him in Luke warm water and then placed him under the heater...then he started sneezing and he sneezed for ½ an hour continuously..I raised the temp and he stopped sneezing..no discharge was present from nose and eyes..after some time he was eating like normal...then after his eating I checked him and placed my ear near his nose..then some sound like cough was coming..
I am planning to get a indoor enclosure..I don't have one yet..from the first day I have placed him in the outdoor enclosure...climate was favourable that time...

He doesn't need to be placed under a lamp or heater, he needs an entire large closed enclosure that is kept warm for him. When the weather outside is favorable, he can be outside. When its not, he should be in his large warm enclosure with proper basking areas and humidity.
