Hi guys this is my leopard tortoise and his breathing has been affecting his arms like he moves them when he breathes is this normal? What should I do?

I can not see a pic or video but if your talking about his legs moving in and out or back and forth with his breathing movements and their is no weezing sounds, that would be normal.

Yes my leopards also do the thing where it looks like there trying to move but cant the back and forth leg motion lol i belive its just to move the air around them

Very normal. Tortoises do not have a diaphragm, so this is how they breath. There shouldn't be wheezing or whistling though.
