I'd don't no I just think she's learned it.
No but it's better care than what the tortoises r getting. She used to take good care of them other than keeping them together. Then she took the light off and moved them to the bathroom

So she did at one point have a light on them? Did you ask why she doesn't any longer? Like has it gotten broken and not replaced? Is she taking them outside for real sunlight?

No she doesn't take them outside. She took it off of them because it's warm in the bathroom and her mom said that they could put them in there and not use and extra electric with them running all day

Sounds like she lost interest, and what you said about her mom and the electric bill. So her mom made it worse for them. If they've lost interest maybe that will help you get them out of that situation.

Ok you want to make a case to your parents there is one way you can do this. Show them you're responsible person. As a parent myself, if my kids shows me that they are responsible and doing what they are supposed to, kind of hard to say no to them. ^_^ start by cleaning your room! I mean really clean it! Don't tell her. Just show her once you are done!!! Get rid of things you don't need! Put it to the side and have a mini garage sale! It's summer! Have fun with it and get rewarded! Be good in school! Respect your elders! Your parents will see this in you and I guarantee you that they will speak to our cousin themselves! Make this a summer you'll always remember. Work hard and you will get what you deserve. We are rooting for you!!!!

In my humble opinion, being new to this whole looking after a pet thing, I would report her to the RSPCA (I'm from England and it's basically the police for animals). You could probably do it anonymously.
I would do this as a last resort if your mum is still adamant that you can not look after them. After all you may not be allowed to look after them but that does not mean they do not deserve to be saved.
You're in a ridiculously difficult situation or what could be called a moral dilemma. Ultimately, by reporting this hoarding of animals you may be able to get help for both your cousin and all the animals living in less than satisfactory conditions. Perhaps you could even make a case to your mum that you oppose your cousin's treatment of these animals and would like to take the tortoises on... but if your mum does not support this then perhaps she could offer her support in helping to remove these animals (to a rescue shelter maybe) out of a moral obligation to look after any mistreated vulnerable living thing.
Good luck lovely in resolving a really difficult situation... your actions are commendable.

I called her and she said she's going to keep them for now. I didn't push but I will start I. About 2-3 weeks. My mom said I can have them. The authorities in ohio r not good when it comes to animals. My aunt and uncle had there doges throats slit and stabbed to death. The police didn't do anything till it was in the news.

Can agree with that, the two dogs in the portrait were poisoned with anti freeze by a neighbor and the police did nothing about it. Now we are paying a 4,000 + vet bill with no justice for the old man who's stuck in his ways of being an annoying creepy nosy unpleasent ignorant.... I'll stop there.

Oh okay, you're police force sound similar to ours. They barely make it out to someone if they're burgled!
But I meant like an animal welfare charity... so in England the RSPCA (Royal Society for the Prevention of Cruelty to Animals) is an animal welfare charity with the legal powers to remove animals from a person's care and bring charges of animal cruelty against that person. I think in America you have the ASPCA. If you go on their website:

You will be able to go on the page that link takes you to numerous numbers to report cruelty... if that's something you wish to do- as I've said its a difficult choice for you as obviously it's your own family you would be reporting. If I did report anything I would check that they could protect my anonymity.
As I live in England the above information is just what I found online so I apologise if I'm mistaken

That sounds like a case of hoarding. Which is a clinically diagnose physochigical issue. She's not hearing your plea for assististing her. She's hearing you shaming her for having them. They mentally block logical reasoning and grasp into something, in this case animals, to alleviate their underlying issue. Could be a history issue, death in the family, anything really that tramatized her. You need to get some serious help to her.
