when we received Mac he has what appears to be shell damage from a dog. It appears healed and he appears fine and goes about his day. Do I need to do anything for it? I’m assuming he won’t grow new plates?

Nope. Do nothing. New keratin is growing UNDER that white patch of dead bone. As the tortoise grows and the shell get slightly bigger, the new growth underneath the dead bone (that ISN'T growing) causes the dead bone to pop off. Takes over a year.

Thank you. When we arrived to get them and I saw the shell the first thing I thought was rot. Upon examination you can actually see scrapes on the bone and a healed puncture. They denied it was the dog.
