Substrate for my Tort

Hi!
I have been confused on this matter for a while, I need help!
Is potting soil the same difference as top soil? I assume I should avoid fertilizer in the soil, correct?
And is substrate the same as soil? Or is substrate something different?

All in all, what is the best thing to use???
I want to make sure I am being a good tortoise mom!

I would not use any type of soil as a substrate. Soil isn’t a good substrate because you don’t know what kind of plants go in it. It might contain poisonous plants or clippings might’ve been sprayed with pesticides. I would use cypress mulch, coco coir, or orchid bark. All of those options are good substrates for your tortoise.
