That's a very long time to keep his head in - maybe he has a neck injury.
Have you tried putting some food in front of him to try to tempt him out?
I'll tag some more knowledgeable members @Yvonne G @zovick @ZenHerper @Tom @Markw84
A luke/baby warm shallow soak might help him - water level up to where the bottom shell meets the top but below his head. It may hydrate him if nothing else.
What fell on him?
I hope he is OK

It could be that bruising and swelling are stopping him extending his head, I think this is an injury not just being scared.
The people I tagged will know more about tort anatomy and be able to tell you what to do or not do.
Just let him soak in the warm shallow water rather than force feed him, they can absorb water through the vent in the tail. Keep it under head level at all times,
Was his head caught in a door?

The skin between the head and the legs looks swollen. There may be internal bleeding going on which is causing this swelling. The tortoise needs to be seen by a reptile/exotics vet to properly diagnose the problem and treat it if possible.

Ya we had .doctor suggested some cream to put on skin(near face)
Feed with water and carrot extract.

And wait and watch
That's why i'm asking you guys

And if face would be there between door it can be possible as there are legs to support them.

May be there was pressure from front.
And push back door are light they move automatically as per setting

I think putting some coconut oil on his face where it's rubbing against his neck skin might be a good idea. Just a tiny bit on a Q-tip. It should help keep the skin from chafing, and help to make it slippery.

Is there any improvement today? Does he try to come out?

He looks like he is still very young...poor baby! ?

Hopefully the swelling will go down and any pain will get easier. So he can get his head out.

Can you get him to eat anything? Do you think his mouth will open?

I'm not an expert but I don't think there's anything more we can suggest.
Try the coconut oil around the sides of his head gently with a cotton bud to lubricate as Karen suggested, and keep up the warm shallow soaks to help hydrate him
A reptile vet would be the best one to help you in case there is internal injuries you can't see.
This is the caresheet for Stars https://tortoiseforum.org/threads/how-to-raise-a-healthy-star-tortoise.159167/ check what it says his temperatures should be but make sure he doesn't overheat.
I wish there was more we could do, but I think you just have to wait until the swelling goes down.

If you try the oil, keep it away from his eyes you don't want to cause him any more discomfort.

I'm no expert on this subject, but I don't think it's stuck. It's pulling it in for a reason. There may be some sort of injury. You could try tilting it forward to encourage it to release its neck. Then maybe you can get a good idea of what's going on. An x-ray would be game changing though.

If you look at the picture there is a lot of swelling around the head, and from what's been said it has been trying to extend it's head but can't. Looks like he will have to wait for the swelling to go down. I just hope the poor thing can survive.:(
