Can anyone offer any advice as to why our tortoises beak is developing this way and if this is something we should be concerned about?

You need to feed it on something that files that down. Its not getting warn away like it should when your baby eats. Feed it on a tara cata saucer for plants or a flat rock/stone and it will help keep it filed down in the future. Right now you can file it. A vet could do it, but other members on here have done it themselves. I can think of a few people and link them here incase they can give you pointers if you'd like. I'm sure there are a lot more people, but my brain is fried lol

In the wild he would be pulling on weeds and growing stuff so their beaks stay trimmed. I personally would use a nail file or toe nail clippers. But I've done it before, generally you can hold his head with your left hand then with your right you can file away. If you have a dremmel tool you can file it easily.
