Vet or easy fix?

My tort rocky has little white bugs on himself and a few weird spots on his shell he also wheezed once and he doesn't come out much. I will clean his tank to get rug of bugs. How do I post a pic from my computer not a website

Select the upload file button at bottom of comment box and select the file from there. That's how I do it anyway.
Pictures will help. Also info on temps and humidity will help.

Those are spots of shell rot starting to develop. Go to the 'search' box in the upper right of the screen and do a search for "shell rot." We have many threads on it and how to treat it.

Also, the little bugs are very common, most of us have had them at one time. It helps to back the substrate before using it. 250 for 3-4 hours should help.
The shell rot usually happens in RF as they are more prone. Be sure to keep the top layer of substrate dry, while dampening the bottom layers for humidity

As it turns out when I took him my local specialty reptile store they said the bugs are springtails and are good for them as they eat poop!!!
But sadly they confirmed shell rot :(
But they gave me a good treatment option (betadine) and no huge vet bill!!!:)

@Yvonne G can help with the betadine, cuz if I remember correctly, it should not be used a lot as it will prevent healing.
