Need help with Hingeback Id

I will be acquiring and rescuing this Hingeback tortoise in 2 days. It has been kept in unsatisfactory care and conditions by a family who has had it for almost 12 years with improper care. I'm aware that is in terrible shape. I'm needing help id'ing the exact species. It's been in the country close to 12 years and that's about all the info I know about him. Any help would be great.

First off, if you change your mind about adopting this animal and live is the US, please let me know. I would love it.

I don't have enough cell power here at the house to enlarge these pictures enough to see. What I can see is leading me to believe one of the Bells.

I'm certain that's kinixys nogueyi, a Western Hingeback. How many toes on the front feet does it have please?

I just received him today. He has 4 toes so it's definitely a nogueyi.

Once he is cleaned up and has a good bill of health he will be looking for an established breeding group.
