Use of a UVB source in outdoor enclosure

My Torts live outside. With Winter coming and cloudy days do they need a UVB source? Or do they still get it when its overcast? Since it will be cold they wont be wandering out as much. If it wont hurt them to have it,, should I just offer it instead of not?

if they will be outside, even while overcast, they will be exposed to UVB and wont need a bulb. if they are going to be "outside" in an enclosure all day (out of the sun in a shed or something) then they will probably need a bulb to supplement.

If they are outdoors, they should hibernate themselves.

if they were hibernating they wouldn't need any light at all...
