Baby cherryhead possibly dehydrated :(

My baby cherryhead tortoise's skin seemed to be very dry. I think his eyes are also sunken. But he is very active and always eats and poops very well. I soak him every day for about 10 to 20 minutes, but I dont get any signs of him getting better. How should I treat him? And is it okay to apply olive oil to my baby tortoise's head?

Please give us more information to go on.
What are you keeping him in?
What temperature?
What lighting?
Can you take photos?
And no. Do not put oil on him.

Pictures would also help but babies should be soaked for at least 30 minutes a day and have clean water in their cage at all times.

He's kept at the temperature of 28C o 30C day and night. I spray his enclosure more than two times a day, so the humidity of his house 80% to 90%. I put some moss that I bought from a pet shop to keep the humidity high. I got a toy that looks like a starfish from the store that I got my tortoise, but my tortoise doesn't seem to care. I recently learned that the uvb bulb I was using was harmful to baby tortoises, so I'm changing it tomorrow. I feed him organic figs, berries, arugula, romaine. I feed him calcium supplement once a week. I change his water bowl everyday. I soak him in warm water for 20minutes a day. I got my cherry head tortoise baby two months ago and I believe that the reason for his dehydration was bad husbandry in the past two months.

The distance between the substrate and light fixtures is too close for a hatchling. Certain mvb bulbs can be damaging to hatchling within a certain length. It may be cheaper and more ideal in the long run (when you plan on moving your hatchling to a larger enclosure) to switch to a uvb light fixture.

Warm water and daily soakings are good. Sans the oil. Tortoises love gentle head rubs.
