No it is not.

That would not be a good bulb. It‘s an MVB bulb, which is known to cause pyramiding and damage the carapace.

I agree. No spot bulbs over any tortoise species. Your RF doesn't need a basking bulb at all. Look to our RF section for correct housing discussions. You need a closed chamber that is kept over all warm and humid all the time, with some florescent or LED lighting for day time.
