Sorry to hear about your turtle. This swelling could be from various things, usually stemming from diet. What are you feeding? Also, could you share images of the habitat?
So he was in my friend's outdoor pond for over a year now, standard fish and turtle pellets. Apparently a lot of flowers fell in pond (rose petals) which they ate.

Any medication that you can recommend?

I'm not 100% sure. The flowers shouldn't do any harm. This could have been something to do with the water quality itself. Swelling could be a kidney issue as well. There is a product I've been trying recently called Rally pro. It's for fish, but has worked wonders for most topical issues I've had with turtles. Could be worth a shot, but I think keeping it in a clean environment and modifying it's diet with variation could help. Maybe instead of daily feeding, feed every other day. Things like shrimp, some aquatic vegetation, crayfish, the fish its been eating, and the pellets. More natural food items. Someone else may have better advice.
